Evaluation: Realistic evaluation – mixed methods data integration

The Ministry of Health introduced a new graduate nurse employment scheme as part of the Very Low Cost Access (VLCA) practice sustainability initiative.

Our evaluation findings were used by the Ministry to inform implementation, understand the systems, structures and contexts that strengthened the initiative’s success.

Whilst this scheme was designed to review:

  • Concerns about the future of the primary care nursing workforce
  • Assess the evidence that new graduate nurses were struggling to find employment
  • Identify VLCA practices that were experiencing sustainability issues, due to a mix of financial, workforce, clinical and social complexity issues

Our brief was to evaluate how this scheme was being implemented nationally and what its impact was on practice sustainability and the primary care nursing workforce development.

To evaluate the first year of the VLCA employment scheme we reviewed the value of the scheme across different contexts. Underpinning our evaluation, our team drew on the principles of Realistic Evaluation. Our work helped the Ministry to understand the systems, structures and contexts that strengthened the initiative’s success.
